Medical gloves vs PPE gloves: what UK buyers need to check

A practical guide to intended purpose, dual-use claims and the separate evidence paths UK buyers should verify before approving disposable gloves.

A disposable glove is not automatically a medical device because it is used in healthcare, and it is not automatically personal protective equipment because it protects a hand. The manufacturer’s stated intended purpose and the claims made for the exact product are central to its regulatory status.

Some gloves have both a medical purpose and a wearer-protection purpose. Those dual-use products need the relevant evidence for both routes. This guide is general procurement information, not legal, medical, regulatory or safety advice. Confirm the current rules, declaration, registration, certification and instructions for the exact glove and destination market before approval.

The short answer

Begin with who or what the glove is intended to protect, then read the manufacturer’s formal intended purpose. Do not classify it from colour, material, box design or the word examination alone.

  • Medical-device route: the intended purpose includes protecting the patient, such as during a medical examination or surgical procedure.
  • PPE route: the intended purpose includes protecting the wearer against a defined health or safety risk.
  • Dual-use route: the exact glove is intended to protect both patient and wearer, so the applicable medical-device and PPE requirements must each be addressed.
  • General-purpose route: a glove without a medical or protective intended purpose may sit outside those two regimes, but general product-safety and other applicable rules can still matter.

Intended purpose comes before workplace location

A laboratory can use medical gloves for some tasks and PPE gloves for others. A care setting can also need a glove that protects the patient, the worker or both. The building does not decide the product status; the intended purpose stated by the manufacturer does.

Capture the intended purpose exactly as it appears in the declaration, instructions and technical documentation. Then compare it with the tender, catalogue, website, packaging and sales claims. If those materials describe a broader use than the formal documentation, stop and resolve the mismatch before ordering.

  • Who is protected: patient, wearer, food, manufactured product or another subject?
  • What is the task: examination, aseptic procedure, cleaning, chemical handling, laboratory work or general hygiene?
  • What is the hazard: body fluids, microorganisms, a named chemical, mechanical damage or none of these?
  • Where will the glove be placed on the market: Great Britain, Northern Ireland, the EU or another destination?

When a disposable glove is a medical device

MHRA guidance identifies examination and surgical gloves intended to protect a patient during a medical examination or procedure as medical devices. Non-sterile examination gloves are usually Class I under the current Great Britain route, while sterile or surgical products follow different conformity paths. The exact classification and route must still be confirmed for the product.

For Great Britain, medical devices must follow the UK medical-device framework and be registered with the MHRA before placement on the market. Current MHRA guidance also explains accepted conformity markings and the different arrangements for Northern Ireland. A CE or UKCA mark should never be read without the declaration, responsible economic operator and product identifiers that give it context.

  • Request the current intended-purpose statement and risk classification.
  • Match the declaration and any certificate to the exact product reference and status, including whether it is sterile.
  • Confirm the applicable manufacturer, UK responsible person where required, importer and registration route.
  • Review relevant medical-glove evidence, such as the applicable EN 455 documents, without assuming one report covers every colour, size, formulation or reference.

When a disposable glove is PPE

A glove intended to protect the wearer against workplace hazards is PPE. The applicable conformity route depends on the risk and destination. A glove claimed for protection against dangerous chemicals or harmful biological agents needs more than a general material description or a medical-device claim.

For chemical selection, identify the actual substance, concentration, temperature and contact pattern. Then review permeation, penetration and degradation evidence for the exact glove. A Type A, B or C classification is useful screening information, but it is not a universal declaration of suitability for every task.

  • Request the current PPE declaration of conformity and certificate where the conformity route requires one.
  • Check the standard edition, performance claims, product code and marking against the supporting reports and instructions.
  • Confirm the manufacturer and importer or other economic operators required for the destination market.
  • Keep the workplace risk assessment, safety data sheet and task trial separate from product conformity evidence.

Dual use means two evidence paths, not one blended claim

UK guidance recognises gloves intended for both medical-device and PPE purposes. In a buyer file, maintain two linked evidence tracks rather than treating one status as proof of the other.

The medical-device track should support the patient-protection purpose and applicable medical requirements. The PPE track should support wearer protection against the stated hazards. Product identifiers, manufacturer details, formulation, sizes, colours and dates should align across both tracks. Any difference needs a documented explanation.

  • Medical track: intended purpose, classification, registration, declaration, applicable certificate and medical-glove test evidence.
  • PPE track: risk category, declaration, applicable certificate, protective standards, test reports and wearer instructions.
  • Shared controls: exact SKU, label, lot code, shelf life, storage, complaint route, change control and traceability.
  • Approval rule: a gap in either required track means the dual-use claim is not yet supported for procurement purposes.

Read the label as a map to the evidence

Packaging should help the buyer connect the physical glove to the correct documentation. It is not a substitute for that documentation. Verify the product name and reference, manufacturer, responsible economic operators, conformity marking, lot or batch, dates, quantity, size, warnings and instructions as applicable to the specific route.

Do not approve artwork because it resembles a familiar clinical pack. Symbols and standards must be relevant, correctly applied and supported. If a distributor label, multilingual over-label or private-label carton is involved, confirm that the relabelling has not hidden the legal manufacturer, changed the intended purpose or broken the link to the declaration and lot records.

Conformity does not replace task suitability

A compliant product can still be the wrong glove for a particular task. Employers and clinical teams must consider the hazard, duration, fit, dexterity, allergy policy, donning and doffing, change points and disposal arrangements. HSE guidance also places PPE within a wider hierarchy of controls.

Run a controlled trial only after the evidence gate is passed. Use the exact product references and sizes proposed for supply, record failures and user feedback, and define when the glove must be changed. Never wash or reuse a disposable glove.

A buyer approval checklist

The most defensible approval file answers the same questions for the sample, the documents and the delivered stock.

  • Write the intended use, user, hazard and destination before requesting samples.
  • Classify the required evidence as medical device, PPE, dual use or another route.
  • Match declarations, certificates, reports, registration and instructions to the exact SKU and current revision.
  • Check packaging and online claims against the formal intended purpose.
  • Verify manufacturer, representative, importer and distributor roles rather than assuming the brand owner performs them all.
  • Complete the workplace or clinical assessment and task trial independently of the conformity review.
  • Set change-control, complaint, traceability and recall responsibilities before first delivery.
